Key Responsibilities
  • Partner with the CEO and business leaders to understand strategic capability needs, identify organisational learning and competency gaps and to lead efforts in the design of programs utilising consistent methodologies standards to upskill employees.
  • Develop and operationalise organisation-wide learning strategies, roadmaps and programmes to build new capabilities and skills.
  • Review learning policy and processes to drive effective governance framework and program delivery.
  • Explore and apply new learning and development practices, technology, tools and approaches.
  • Develop metrics to measure the effectiveness and impact of programs; ensure cost efficiency, program productivity and support ongoing employees' needs.
  • Identify, evaluate and work with external training vendors to design and roll out relevant programs for employees.
  • Continually explore and leverage on Government Funding or skills development schemes to manage cost efficiency of learning initiatives.
  • Groom internal TM and L&D capabilities and ensure sustainability and continuity.
The Candidate
  • Degree in any discipline, preferably post-graduate qualifications in HR Development, Training or Organisation Development.    
  • 10 years or more experience in talent management, learning & development or related HR areas of which at least 3 years are in a managerial/advisory role.  
  • Adept in confidently engaging and influencing senior stakeholders to generate buy-in and support for key deliverables.
  • Well-versed in leading and seeing through end-to-end planning and execution of leadership programmes including content validation, delivery methodology, expected results and post programme follow up.
  • Proven track record in designing and implementing talent development, talent management or change management strategies at the organisation level.  
  • Excellent verbal and written communication skills with the ability to clearly and concisely articulate ideas, concepts and proposals.   
  • Being IT savvy and having prior experience in developing HR systems such as talent analytics and HR portal will be an advantage. 
  • Committed to completing a minimum of 1-year contract term.
